The Engineering Wing of DTTDC Ltd. was created in the year 1989 when the sale of the country liquor was assigned to the DTTDC in the year 1989. As a policy of Delhi Govt., an amount Rs.5 was diverted from the sale of every bottle of country liquor sold to a fund called 'Transportation Infrastructure Utilization Fund i.e. TIUF'. This fund was meant to be utilized for construction of various Transportation Infrastructure Projects in the State of Delhi such as flyovers, underpasses and subways etc.
In addition, the Engineering Wing was also responsible for the construction of various landmark Delhi Tourism Projects which were funded from DTTDC's own resources, resources raised and grant-in-aid, etc.
In the year 2006-07, the TIUF was withdrawn from DTTDC Ltd. by the Govt. of Delhi and thereafter the infrastructure and other governments projects were allotted to the DTTDC Ltd. on deposit work basis. In such Projects, the funds were provided by the Delhi Govt. for which the DTTDC Ltd. is earning the departmental charges @5% of the expenditure incurred on such projects.
Engineering Wing is headed by Chief Engineer with SEs, EEs and AEs working under him, the number depending upon the projects in hand. In addition, there is an Accounts branch and Establishment section attached with the CE office. All the Engineers and accounts officials except AOs are taken on deputation basis from CPWD whereas AOs are taken on deputation from Comptroller General of Accounts (CGAS organization). The officials of administration / establishment are provided by DTTDC from its staff strength.
For the purpose of execution of works, the CPWD Manual is being followed over all the works, which are beyond the authority of Chief Engineer are considered and approved by the Board of Directors. The BOD for the purpose of transportation works is guided by an Advisory Committee, constituted by Hon'ble Lt. Governor of Delhi.
